[avih] a custom build dir fix for lib/Makefile
mkdir build; cd build
../configure && make
../../lib/libtcc1.c:31: error: include file 'stddef.h' not found

When building from the root tcc dir, $TOP and $top_srcdir
are the same, but with a custom build dir, we need top_srcdir
